Health policy formulation and legislation.

When it comes to making policies concerning health and health related issues for the states, this is where the State Ministry of Health comes in. This is one of the important functions of State Ministry of Health in Nigeria.

They make policies regarding things such as Child Health, Maternal Health, Reproductive Health and School Health as concerns a particular state. These are done after taking into consideration the peculiarities of the state.


They are involved in primary health care.

Primary health care is a way of making sure that the communities and everybody, down to the lowest level in the communities, get access to both preventive and curative services as close to them as possible.

Some of these services include tackling some diseases such as malaria, tuberculosis, HIV/AIDS, even vaccine preventable diseases.

They are also involved in improvement of access to reproductive health services and family planning, rural health programme as well as food and nutrition programmes.

These programmes are designed by the state ministries of health.

They establish and maintain health institutions.

Depending on the need of the people of the communities within a state, specific health institutions can be set up in order to address this.

For instance, in a place where you have a larger population but with few health facilities or hospitals, hospitals or health centres can be set up within those areas in order to cater for the health needs of the inhabitants.

They maintain training institutions.

Training institutions are very vital in order to produce manpower or workforce which will provide health services.

Some of these institutions where these health personnel are trained include:

1) College or School of Nursing and Midwifery


2) College of Health Sciences and Technology.

They provide essential infrastructure.

It is not just enough to have hospitals and health care clinics. They need to be equipped. They need to have commodities and drugs in order to meet patients’ health needs.

The State Ministry of Health in different states also play a role in making sure the health facilities under their control are well equipped and staffed.

Conduct health surveys and research.

There are many health issues which Nigerian citizens in various states of the country face. The State Ministry of Health conduct researches covering these different issues.


From the data obtained from these surveys, they are able to take action.

Establish a sustainable drug management system as well as promote essential drug policy.

Drugs are very essential in disease management. The State Ministry of Health makes arrangements for essential drugs to be made available in the health facilities. The drugs should be available when needed and in the needed quantity.

Monitor and control trends of diseases at community and state levels.

We can look at diseases in two ways:

1) communicable diseases (can be transmitted from person to person) and

2) non communicable diseases (these are not easily spread from person to person).

The State Ministry of Health conduct researches and track the rate at which some of these diseases are occurring within the state, whether they are increasing or decreasing over time.


They can then plan programs to reduce the frequency at which the diseases occur as well as treat or rehabilitate those affected.

They are involved in school health programme.

School health is very important because we have a large population of school children in Nigeria. According to Statista 22.7 million children were enrolled in public elementary schools, as at 2019.

School health is very important because that’s where you have to ensure that the health of students, who spend most part of Mondays to Fridays in school when the session is on, is catered for.


The State Ministry of Health coordinates the school health and all the other components that are under the school health.

Design Information, Education, Communication (IEC) materials for healthy lifestyle promotion and disease prevention.

Some diseases can be prevented by lifestyle modification. Prevention, as they say, is better than cure.

It is also cheaper to prevent a disease than to spend time and money on treatment when it eventually manifests.

The State Ministry of Health in every state are actually at the forefront of the campaign for disease prevention.

So, they design flyers, posters, banners, and other materials with health messages that people can understand. Some of these health messages are also put in the local language of the people.

They also make arrangement for production of materials, radio and television jingles, adverts, talk shows and so many other things in order to pass across the message that the people need to adopt healthy lifestyle practices.

Industrial and Occupational Health.


In some of our towns and cities, we have industries and other big workplaces.
The health of the people working in these industries is very important.

This makes for better efficiency and effectiveness. The Ministry of Health in different states also sees that proper measures are taken to ensure safe working conditions for the staff of these companies.

They have oversight function over the hospital management boards, as well as the government health bodies and agencies.

Some of the agencies that are owned by the state governments are handled by the State Ministry of Health.
For instance, the Hospital Management Boards (HMB), oversee the state’s General Hospitals.

The State Ministry of Health gets reports from the Hospitals Management Board on the way the state hospitals are faring and discharging their duties.

Health Manpower Development.

When you talk of health resources, it is not just limited to physical structures, drugs and so on. In fact, human resources are even the most important component of the health system. They are the ones that operate the other parts of the system including equipments.

You have human beings that work in the health facilities as doctors, nurses, midwives, medical laboratory scientists, radiographers, physiotherapists, ward assistants, health records officers, technicians and so on.

These people need trainings from time to time in order to maintain and improve their efficiency at work.

The State Ministry of Health plans and executes these trainings which will expose these hospital workers to better and more efficient ways of doing things. The end result will be improved service delivery to the patients.

Supervise health facilities in the state.

In every state, apart from the primary health centers, you have the government (general) hospitals. You also have some private hospitals other clinics.

The State Ministry of Health that sets guidelines for these hospitals so they can provide services in a safe manner to the inhabitants of the state.

The health facilities are required to get registered with the State Ministry of Health. From time to time, the Ministry sends people to inspect the facilities and be sure that the services they are providing are in line with acceptable standards.

The functions of the State Ministry of Health in every state of Nigeria are quite enormous. They have to be on their toes to ensure that preventive, curative and health promotion services are available in their respective states.

In many ways, they shadow the functions of Federal Ministry of Health in Nigeria.
